When you reduce the scale of a model in the slicer, the thickness of the walls also decreases, which can lead to fragile walls. Unfortunately, slicers may not take these thin walls into when using the default settings, potentially causing the holes you reported.
I attempted to replicate the situation using Cura 5.9, and the following settings resolved the issue:
