I am having problems printing this item. I printed it twice and both times the print will not rotate (the 2nd one broke). I tried loosening up the rotating parts, but to no avail. Appreciate any comments or suggestions. Thank you

Oh really? I'm sorry to hear that you're having trouble printing this design. What settings did you use to print it?
I'm aware that the design can be a bit tricky to print exactly for this type of issue concerning the central part where it spins. The design could also be used as a "torture test" to tune the bridging settings for each filament and printer.
Have you also tried adjusting the filament flow and/or temperature? Could also be an over-extrusion problem.
