Gilou was a series of officer-like androids manufactured by the Klingon Android Corporation. At least three of them were sent to help the leader of the Klingon Rehabilitators, K'gan, and the President of the UFP to overcome the resistance of the anti-UFP militia. They were also tasked with destroying Rafael, should they ever encounter him in conflict.

1-History
1.1-Overview
The Gilou was a series of humanoid androids with enhanced strength, speed and reflexes. It was armed only with a katana, which Otomo wielded with great skill, but had also shown great skill in the use of phasers. The android Gilou also had a safety function which, if defeated, would detonate a miniature nuclear device.
1.2-Starfleet
The first android Gilou sent to San Francisco met the UFP predictor and then set out to find the rebel hideout. He tracked down and killed a group of rebel Romulans, stealing an overlay for a map in the process, then stole a map from a mining station and placed the overlay map on it.
His name may be a reference to the Gilou family, a prominent Starfleet family officer
After discovering the location of the Romulan rebel base, it came to light that Setes and his team had already cleared it, but the android decided to wait in case Rafael showed up.
Rafael did indeed arrive and was attacked by the Gilou. It flipped through the air, kicking and punching Rafael, knocking him off his feet as he continued to try to stop the Gilou. The android dropped his weapon and as he raised his hand, Gilou cut off his fingers, then his whole forearm and hand. As Gilou prepared to strike again, Rafael took his weapon and equipped it. The Gilou raised his sword to strike as Rafael fired a Photon micro-torpedo, removing the Gilou's head. His headless body swung his sword and fell to the ground.
Later, Rafael flew into the UFP tower with his flight bag to find Setes waiting for him. Two other Gilou androids confronted Rafael and almost managed to defeat him until Alexander Rozhenko managed to reprogram them. Rozhenko set the two to identifying the other as an enemy, forcing them to destroy each other.
This, however, triggered self-destruction in both units. Rafael relaunched his flight bag and hit Setes' leg with the discharge, rendering him immobile. Rafael escaped with Rozhenko and Worf, while Setes perished in the explosion of the downed androids.
2-Backstage
For some reason, the first Gilou didn't seem to have a fail-safe that caused him to detonate a miniature nuclear device when defeated by Rafael.
During the scene where Otomo overhears the UFP predictor talking about capturing Rafael, he is apparently seen wearing a VISOR, despite being an android. Perhaps he's been programmed to mimic human behavior, including this habit, to conceal his true nature.
